[16:30:17] <Krinkle>	 for resourceloader, it'll be as if we clear the browser cache of all visitors worldwide, so they won't be able to use the cache they had before as our hashes will be different for a while even if the content was the same (given the indirect way we compute things, it will converge on the same hash eventually, but there's a long tail and takes 2-3 days).
[16:30:57] <Krinkle>	 for captcha, I imagine various account creation / edits will be rejected, I dont' recall what error it uses, but it'll fail and presumably need a re-try for the person and additional drop off / going away rate.
