We upgraded from a version before 1.35, but I upgraded to 1.35 first and then to 1.39, yet we still seem to have some lingering issues. The pages show as not having a revision 0 when you try to edit them, which I had happen before, but I was told that it was because I skipped 1.35 and went straight to 1.39. [18:14:28] to a file like .php, .html etc. [18:19:10] I don't think there's a specific way to do that in MediaWiki, since even linking to an uploaded file may just open it in the browser and HTML is generally disallowed, but you might be able to link to a site not on the wiki (but possibly still hosted on the same server) that directs the browser to download a file, instead of trying to open it.
