[16:09:28] <Billlblake2018>	 I'm building a page which contains an off-wiki link to a zip file that contains a doc file.  It's on archive.org so I have no control over the file.  There is no evidence of a nonrestrictive copyright on the document so I can't put it in the wiki.  I want the link to have the download attribute so that clicking on the link initiates a download.
