Getting a Developer account is usually the first step, then apply for membership in the Toolforge project, then create a tool account, then deploy your webservice/bot/whatever. [23:54:09] This might all seem like a lot if you have just a simple script to host, but for the second tool you get to reuse the Developer account and Toolforge membership and skip right to making the tool account and deploying your code.
