[21:41:16] <bd808>	 taavi: I'm not sure that cache alone is going to make tofu container builds less flaky from the wmcs runners. I gave up late last week and pointed the zuul project back to the DO runners because I'm pretty sure the shared exit IP for WMCS is causing github rate limiting.
