[11:43:26] <jbond>	 hi all i created a new services for netbox and set 'state: monitoring_setup' assuming this would configure every thing however it would not page untill setting it to `state: production` however it had a failed check today and paged.  see https://github.com/wikimedia/puppet/blob/production/modules/wmflib/types/service.pp#L24-L32 for explanation of the state enum
