I'm introducing a roll restart/reboot cookbook for logstash in https://gerrit.wikimedia.org/r/c/operations/cookbooks/+/1030890 and moritzm pointed out that we already have one under o11y. However, this one seems to be specific to how y'all run logstash, and would restart daemons that don't even run on other logstash hosts (apache, envoy, etc).
