[10:36:25] Hello can someone take a look at enabling upload files in tcywiki -Tulu Wikipedia, phab task was created 4years ago https://phabricator.wikimedia.org/T166763 EDP applicable for tcywiki is similar to English Wikipedia and actually google translate doesn't work for tcy language but you can use Google translate through https://kn.wikipedia.org/s/1iqz kannada Wiki EDP page which is exactly same [10:37:50] anoop-alt: it needs to be someone with actual skill from what I understand in the language and appropiate laws [11:00:39] RhinosF1: https://phabricator.wikimedia.org/T248971 got local uploads enabled with just linking EDP page , Dereckson was looking into such tasks earlier , now I don't know who to contact, since tcywiki EDP same as knwiki where local uploading have got enabled. atleast someone give a valid reason and close that task instead of stringing it for long with community. [11:11:02] anoop-alt: I guess he never found someone [11:25:09] my point is local uploading got enabled on kannada Wikipedia which has same EDP page [11:27:30] my point is local uploading got enabled on kannada Wikipedia which has same EDP page , task regarding it can be found https://phabricator.wikimedia.org/T133137 [12:10:11] Hello. Yes, an EDP is required to provide local uploads. [12:10:34] At least to define what kind of files will be accepted locally. [12:10:55] And for each type of those files, how it fits in the exemptions, why it's OK in a copyright law point of view. [12:12:47] Appropriate laws here should be normally well known, as tcy is a language from India. [12:13:01] India has communicated the following list of relevant text for copyright to the WIPO here: https://wipolex.wipo.int/en/members/profile/IN [12:15:52] So I'd suggest the following procedure: [12:15:55] (i) Draft a page on tcy.wikipedia with your future EDP [12:15:55] (ii) Have a discussion at community level (village pump, rfc, whatever is suitable for that wiki) to decide the local content and validate it, get a consensus there [12:15:58] (iii) Document on meta. the policy, a small description of the allowed content [12:16:01] (iv) Open a ticket on Phabricator with links to tcy community consensus and meta page [12:16:33] Well for point 4, we've already T166763 [12:16:33] T166763: Enable local file upload in Tulu Wikipedia - https://phabricator.wikimedia.org/T166763 [12:17:41] I see on that task we've already an EDP, and TerraCodes looked at it, and prepared a change [12:18:14] The change has the following note: [12:18:19] Cautious CR+1 as the community has indeed followed the required steps (discuss a policy, publish it, link it on meta). [12:18:27] LGTM, technically. Not sure about the EDP and everything else needed for enabling. [12:20:09] So to answer your question: we weren't confident enough it seems at that moment the exemptions was fine and compatible with Indian law, and we would have wanted something like "We checked it's OK with Indian law" more than "We translated en. policy" [12:20:55] Because the procedure I noted has been followed, and the comments state that. [12:27:40] * Dereckson put a summary comment @ https://phabricator.wikimedia.org/T166763#7398220 [12:28:24] Looking now at T133137 I see the following interesting comment I made in 2017: [12:28:25] T133137: Local upload on Kannada Wikipedia - https://phabricator.wikimedia.org/T133137 [12:28:27] "This EDP must satisfy US law, but also "the law of countries where the project content is predominantly accessed". In your case, exceptions must so also comply with the fair dealing Indian notion." [12:28:36] "To write a policy compliant with Indian law, I'd suggest you ask your community legal experts to review Sandeep Kanak Rathod, Fair Use: Comparing US and Indian Copyright Law, JURIST, 2012." [12:29:01] (2016, sorry) [12:31:20] So apparently, in 2017, Pavanaja stated: "Indian copyright law has been considered. It is linked from the FUP page" [12:31:40] And that's the difference between both tasks. We never got that statement for tcy [12:31:48] https://phabricator.wikimedia.org/T133137#3166252 [12:32:45] anoop-alt: RhinosF1: ^ [12:32:50] Tell me if I can help you further. [12:35:05] Dereckson: happy to review/test config changes but that's as far as I go [12:35:18] Dereckson: https://tcy.wikipedia.org/wiki/%E0%B2%B5%E0%B2%BF%E0%B2%95%E0%B2%BF%E0%B2%AA%E0%B3%80%E0%B2%A1%E0%B2%BF%E0%B2%AF:%E0%B2%B8%E0%B2%A6%E0%B3%8D%E0%B2%AC%E0%B2%B3%E0%B2%95%E0%B3%86#%E0%B2%AC%E0%B2%BE%E0%B2%B0%E0%B2%A4%E0%B3%8A%E0%B2%A6_%E0%B2%B9%E0%B2%95%E0%B3%8D%E0%B2%95%E0%B3%8D%E2%80%8C%E0%B2%B8%E0%B3%8D%E0%B2%B5%E0%B2%BE%E0%B2%AE%E0%B3%8D%E0%B2%AF%E0%B3%8A_%E0%B2%A8%E0%B3%87%E0%B2%AE%E0%B3%8A [12:35:26] * RhinosF1 would fancy a new IT Tech but he doubts you can do that [12:37:07] @Dereckson: it's mentioned in second heading [12:38:41] https://tcy.wikipedia.org/wiki/ವಿಕಿಪೀಡಿಯ:ಸದ್ಬಳಕೆ#ಬಾರತೊದ_ಹಕ್ಕ್‌ಸ್ವಾಮ್ಯೊ_ನೇಮೊ [12:40:32] Good, could you mark all of that on the Phabricator task? [12:42:22] ok, it's already mentioned on EDP page in meta wiki [12:49:14] Dereckson: RhinosF1: I have updated it on phabricator task [12:49:30] Thanks [13:12:54] anoop: all looks good to me, I've scheduled the deployment of your change for this evening [13:12:57] https://wikitech.wikimedia.org/w/index.php?title=Deployments&type=revision&diff=1927864&oldid=1927860 [13:13:39] Thanks a lot dereckson and rhino [13:15:46] You're welcome. [14:08:24] anoop: have you deployed before [14:08:43] Ah cool Dereckson is deploying [14:33:59] d33tah: it's an interesting idea. as you know we already publish new revisions added since the previous day, in separate files. but these do not cover all changes; moves and deletes must be handled in some fashion in order for us to talk about truly incremental dumps. [14:35:17] the multistream files are created by passing the regular page content files as input to recompressxml, a C program that is part of the mwbzutils suite for manipulating bz2 compressed files of mediawiki xml output. [15:37:41] anyone know what getHtml was deprecated in favour of? it's breaking the examples extension now: https://phabricator.wikimedia.org/T292287 [15:38:42] fix is probably similar to https://phabricator.wikimedia.org/T292374 [15:39:09] nice, thanks :-) [15:40:42] that could actually be already fixed then [15:45:28] \o/ yep
