[20:05:21] <btullis>	 The most likely culprit that comes to mind is this change: https://gerrit.wikimedia.org/r/c/operations/puppet/+/1070558 which was supposed to lower the number of concurrent 'slots' that the enwiki dump uses. The reason for it is that we have seen disruption to production services that we believe can be traced back to the dumps and their database access.
